Summary of This Issue
Support
Relating to abortions; regulating retention and composition of medical
records; 1.3proposing coding for new law in Minnesota Statutes, chapter
145.
H.F. 290 was introduced on January 26, 2009. Ann Marie Cosgrove is behind
this bill (privately, not in conjunction with her non-profit pro-life
organization, Silent No More Minnesota). The bill would require that all
health records regarding abortion be retained for fifteen years and that
an abortive woman be informed about these records. The records would include
an ultrasound and the age, sex, and number of the aborted children, as well
as health information regarding the woman. It's a bill for women. It would
give post-abortive women access to health care information related to their
abortion and help them gain closure and emotional healing.

Dear Representative Hornstein:
Subject: Please Support Health Record Bill H.F. 290
This bill, which would require that all health records regarding abortion
be retained for fifteen years and that an abortive woman be informed about
these records, is an important one for women. It would give post-abortive
women access to health care information related to their abortion and help
them gain closure and emotional healing.
The records would include an ultrasound and the age, sex, and number of the
aborted children, as well as health information regarding the woman.
There is no need for abortion records to be destroyed as early as they too
often are today. Abortion records should be available commensurate with the
availability of other health records.
There is no right to privacy that is more important than these health records
being available to the many women who will want them and find them helpful.
Indirectly, this bill would also help reduce abortions, because the more
a post-abortive woman heals, the fewer abortions she will have.
Thank you for your consideration of my position on this important issue.
I would appreciate a response to my letter.
Sincerely,
[Signature]
