Subject: Please Support the Child Interstate Abortion Notification Act (H.R.
634)
I am writing to ask for your support for the commonsense Child Interstate
Abortion Notification Act (CIANA), H.R.1063, which is supported by a majority
of Americans nationwide. Please co-sponsor this measure, which has been
introduced by Rep. Ileana Ros-Lehtinen (R-FL).
The Child Interstate Abortion Notification Act protects young girls. Almost
80% of the public favors parental-notification laws, yet these laws are often
evaded by interstate transportation of minors, usually by male perpetrators
of statutory rape or even worse. It is time for Congress to ensure that young
girls are protected from exploitation and that parents' rights are protected.
Abortion is a crime against humanity. CIANA would also reduce abortions.
This critical piece of legislation would make it a federal offense to transport
a minor across state lines in order to avoid state laws requiring parental
or judicial consent or notification before a minor child can have an abortion.
The bill would also require that abortion providers in states without
parental-notification laws must notify a parent if the minor girl is from
a different state.
Sadly, the interstate transportation of minors to procure an abortion often
serves to conceal criminal activity. This reckless disregard for state laws
must be stopped.
Parental consent is required for school field trips, distribution of medication
at school, and even ear piercing. However, a stranger can legally take a
minor across state lines and have her undergo a potentially life-threatening
procedure without her parents' knowledge.
This bill will simply enforce current state laws that are made to protect
our young girls from potential harm and exploitation. For the safety of these
children and the babies within them, please support the Child Interstate
Abortion Notification Act.

Child Interstate Abortion Notification Act (H. R. 634):
To amend title 18, United States Code, to prohibit taking minors across State
lines in circumvention of laws requiring the involvement of parents in abortion
decisions.
The Child Interstate Abortion Notification Act (CIANA), sponsored by
Congresswoman Ileana Ros-Lehtinen (R-FL) and introduced on January 22, 2009,
requires any abortionist to notify a parent before performing an abortion
on a minor who is a resident of another state, unless the minor has already
received authorization from a court in her home state, or unless the abortionist
is already required to provide such parental notification by a current law
in the state in which he practices. If the minor asserts that she is the
victim of abuse, the abortionist must notify the appropriate state child
abuse agency instead. The bill also would make it a federal offense to transport
a minor across state lines for an abortion without fulfilling the requirements
of a parental notification law in effect in the home state. National Right
to Life strongly supports the CIANA.

offense to transport a minor girl across state lines for the purpose of obtaining
an abortion if done to evade a parental-notification or parental-consent
law that is in effect in the girl's home state. In addition, the Child Interstate
Abortion Notification Act will require, in a state without parental consent
laws, that before an abortion provider performs an abortion on a minor girl
who is the resident of a different state, that provider must notify a parent.
The abortion provider does not have to notify a parent if the minor has already
received authorization from a judge in her home state (judicial bypass) or
if she falls into carefully drafted exceptions to cover cases of abuse or
medical emergencies. ..."
