Prevention First Act (S. 21/H.R. 463):
A [so-called] bill to reduce unintended pregnancy, reduce abortions, and
improve access to women's health care.
The Prevention First Act (PFA) is a package of several pieces of culture-of-death
legislation. On January 6, 2009, Senator Harry Reid (D-NV) introduced the
Prevention First Act (S. 21), which is claimed to aim at reducing unintended
pregnancies and abortion. In reality, the act would increase funding to
contraception providers, which are also abortion providers; thereby enabling
them to do more abortions and expand their abortion facilities. PFA would
increase and make permanent funding for contraception and mandate that all
federally funded health facilities (including religious hospitals) offer
"emergency contraception" (the Plan B pill/"morning after pill') to women
who ask for it. This would violate conscience laws that protect health care
providers and physicians who do not believe in administering abortion causing
drugs. Pro-lifers also oppose PFA because contraception does not decrease
abortion; rather, the contraception mentality contributes to increased abortions.

The Prevention First Act would direct hundreds of millions of taxpayer dollars
to the abortion industry, a business that already receives over $286 million
each year from federal taxpayers.

The government funded, five-year "educational" program would promote "emergency
contraception," a huge moneymaking business for Planned Parenthood, the largest
abortion provider.

The act would provide continued and elevated funding for family planning
services and "teen pregnancy prevention programs" that counsel in favor of
abortion. The act would supply massive amounts of additional government funding
for Planned Parenthood style sex education programs and make
abstinence-only-style programs specifically ineligible.

The Prevention First Act would allow family planning services to be permanently
incorporated into Medicaid, thereby dramatically increasing the amount of
taxpayer funding available for Planned Parenthood.

The act would mandate health insurance coverage of contraception. (Many
policyholders are opposed to birth control for religious reasons and have
conscientious objections to sharing the cost for this type of coverage. The
Prevention First Act would strip away consumers' freedom to seek coverage
from a company that doesn't cover contraception; every health insurance provider
would be forced to cover prescription drugs for birth control and abortion.)

Federal funding would be denied to any hospital that refuses to administer
emergency contraception (which can cause an abortion) to rape victims. This
would be a problem especially for Catholic hospitals and other religious
hospitals.

Women would not have to be warned of the morning after pill's potential to
cause an abortion if the pill is taken after conception has occurred.

While encouraging the use of the morning after pill for victims of sexual
assault, the bill has no reporting requirement in place for young girls who
may have been victims of abuse or rape.

The bill promotes the morning after pill to women who have been victims of
sexual assault without providing them with tangible help.
-
The bill does nothing to support parental involvement -- let alone consent
-- for dispensing the morning after pill and other contraception to
minors.
