Subject: Please Support Title X Exclusions on Abortion Providers (S. 85 and
H.R. 614)
I am writing to urge you to oppose any appropriations legislation that increases
Title X funding. Also, please support the Title X Family Planning Act (S.
85) and the Title X Abortion Provider Prohibition Act (H.R. 614).
Planned Parenthood receives a substantial amount of funding through the Title
X program. Any increase to these funds would leave money available for more
abortions at these clinics. Furthermore, actions by Planned Parenthood clinic
staff do not merit funding.
A sophomore studying at UCLA has released recordings uncovering blatant racism
at Planned Parenthood clinics around the country. Student Lila Rose hired
an actor to call the development offices of various Planned Parenthood sites
and ask that the potential donation be used only to abort black babies. The
responses were shocking. Not a single person with whom the actor spoke said
no. In fact, one woman said the request was "understandable" and that she
was "excited" to process it. Taxpayer funds should not go to clinics who
call racist requests "understandable" simply because it supports their bottom
line.
I believe that abortion is always wrong; it's killing a human being. Mother
and baby have a right to equal care. Therefore, there are no exceptions --
not even to save the life of the mother or in cases of rape or incest against
a minor. However S. 85 and H.R. 614 are steps in the right direction.
Please oppose any Title X funding for Planned Parenthood clinics.

Title X Family Planning Act (S. 85):
To amend title X of the Public Health Service Act to prohibit family planning
grants from being awarded to any entity that performs abortions.
Sponsored by Senator David Vitter (R-LA) and introduced on January 6, 2009,
S. 85 would prohibit funds under the federal Title X ("Title 10") family
planning program from going to grantees (other than hospitals) that perform
abortions (except to save the life of the mother). National Right to Life
supports this bill.

Sponsored by Representative Mike Pence (R-IN 6th) and introduced on January
21, 2009, H.R. 614 would prohibit funds under the federal Title X ("Title
10") family planning program from going to entities (other than hospitals)
that perform abortions (except to save the life of the mother or in cases
of rape or incest against a minor). National Right to Life supports this
bill.

There are several ways that Congress forces taxpayers to fund abortion advocates.
A prime example is the Title X Program, which funds family planning services.
This program is a hefty source of funding for Planned Parenthood and other
abortion advocates. Nearly one quarter of all Title X funds goes to Planned
Parenthood clinics. Planned Parenthood receives millions of dollars through
this program and they want more money from Congress.
According to federal regulations, all Title X clinics must offer referrals
for abortions and dispense all forms of contraception. These clinics are
not required to notify parents of minors who seek abortions or contraception.
This loophole allows sexual predators to access contraception and obtain
abortions to cover up the abuse of their victims. In 2007, a Title X-funded
Planned Parenthood clinic in Cincinnati, Ohio, came under fire for refusing
to report a disturbing case of incest. A young girl was brought by her abusive
father to the clinic to receive an abortion. When the girl confessed her
situation to clinic workers, no report was made to law enforcement. Planned
Parenthood workers simply sent her back home with birth control, and her
abuse continued for the next one and a half years. A sophomore studying at

before the well-being of children and who turn a blind eye to a racist agenda
are not deserving of taxpayer funds. Keep your taxpayer dollars out of Planned
Parenthood. Contact Congress today and urge them to oppose any efforts to
increase the Title X program.
